I have the honour to acknowledge the receipt of
your cypher telegram of the 1st. instant paraphrase of which is enclosed on the subject of the possible comection of Germans who
have been deported from the Colony or of their former employees with seditious propaganda in the Colony and to confirm my reply of the 7th. instant paraphrase of which is also enclosed. I attach also copy of correspondence with the General officer Commanding on
the subject.

The suspicion entertained by the War Office is a very natural one, but I am glad to be able to report that the close personal attention which I have given both before the out- -break of war and since that event to seditious propaganda in this Colony and South China enables me to state with confidence that German merchants I do not limit this class to deportees from Hongkong because there are no deportees belonging to the former German Mercantile Community nearer than Shanghai and Manila- and the former employees of German firms in Hongkong have not been, and are not at present, concerned, in such intrigue.

There has in fact not been much seditious
propaganda amongst the Indian Community here, although a good
deal of sedition has been discussed here by Indians returning from
abroad
